Craig Toalson
Chief Executive Officer
Craig oversees all HBAV operations and board-directed strategic initiatives, including government affairs, communications, membership, workforce development, strategic alliances, and the HBAV Insurance Agency. Craig regularly communicates with HBAV leaders and members to understand the needs of the industry and to provide members with the valuable tools and opportunities created by HBAV’s initiatives. He is a graduate of James Madison University and has achieved the Certified Association Executive (CAE) from the National Society of Association Executives. He has served in associations since 2006 and as HBAV CEO since 2017.

Emily Evola
Vice President of Partnerships and Programs
Emily’s area of responsibility includes oversight of HBAV programs and events, partner relationships and development, communications, non-dues revenue and fundraising, committee management, and workforce development efforts. Emily oversees the HBAV Education Foundation, the Annual Report & Membership Directory, and the HBAV Keystone Club Partnerships. Emily is a graduate of Longwood University and joined HBAV in October of 2019.

Channing Pitts
Member Relations & Development Specialist
Channing serves as the HBAV Development & Member Relations Specialist. Channing is responsible for expanding member engagement through knowledge and utilization of HBAV membership services, supporting fundraising for HBAV Education Foundation and HBAV Build PAC, and being a point of contact for member inquiries, concerns, and feedback. She also oversees membership records and dues billing for several local associations. Channing joined HBAV in September of 2024 and is a recent graduate from the University of Virginia.

Andrew Clark
Vice President of Government Affairs
Andrew serves as HBAV Vice President of Government Affairs. Andrew manages the HBAV government affairs and regulatory programs as well as the HBAV Build-PAC. As HBAV Chief Lobbyist, Andrew works with members of the Virginia General Assembly and Virginia’s regulatory agencies to ensure housing affordability is taken into consideration when policymakers craft laws and regulations for Virginia’s citizens. Andrew is a graduate of Gettysburg College. Prior to joining HBAV in July of 2017, Andrew served as the Director of Government Affairs for the Home Builders Association of Richmond and at the Virginia General Assembly as a legislative aid to a Virginia delegate.

Kara Alley
Deputy Director of Government Affairs
Kara supports HBAV’s mission by advocating for Virginia’s home building industry before the General Assembly, executive agencies, and regulatory boards. Kara builds relationships with policymakers and industry stakeholders, communicates HBAV’s priorities to members and local associations, and coordinates grassroots engagement to advance pro-housing policies statewide. Additionally, Kara supports HBAV Build PAC to strengthen HBAV’s political influence. A University of Virginia alum, she also graduated from UVA’s Sorensen Institute for Political Leadership’s Emerging Leaders Program and holds a certificate in Grassroots Lobbying & Advocacy from the University of Richmond.
