Every three years, Virginia updates the Virginia Uniform Statewide Building code that originates from the International Code Council’s model I-Codes. HBAV participates with the Virginia Board of Housing throughout the code adoption process. We have new resources to help you implement the updated codes, which will be enforced starting Jan. 18, 2025.
Here’s what you need to know about the process and what’s to come.
2021 Virginia Codes
The 2021 Virginia Uniform Statewide Building Code took effect January 18, 2024. Builders may apply for permits under either the 2018 or 2021 Virginia USBC until January 17, 2025. Permit applications submitted on or after January 18, 2025 must comply with the 2021 Virginia USBC. Read more about the new requirement (Link to Reg Update Memo PDF)
2024 Code Development Cycle
The 2024 Virginia Code Development Cycle is set to begin in early 2025. The HBA of Virginia is actively engaged throughout the process, reviewing hundreds of code change proposals and providing comments on those affecting builders and trade partners.

Federal Energy Efficiency Mandates
Two federal agencies published new energy efficiency requirements for agency-financed single- and multi-family housing units, potentially affecting the affordability of 4,500 new housing units per year in Virginia. (Link to Reg Update Memo PDF)
Sprinklers in Group R-2 and R-3 Occupancies
Builders seeking relief from the 2021 Virginia Construction Code sprinkler requirements for Group R-2/R-3 occupancies may reference a recent advisory memo from the State Building Codes Office to support their code modification requests.
